  About Project Veteran Aid

David Seitzer

David Seitzer was born and raised in Granite City, Illinois, just six blocks from the steel mill. Upon graduation in 1981, he spent 4 years with the United States Army Signal Corp. While serving in Stuttgart, Germany and eventually in Washington D.C., David continued his education working towards a Bachelor's degree.

David began his practice in 1997 as a health insurance agent and has continued to build his practice around the needs of seniors. In 2007, David became the President of Alpha Retirement Concepts, Inc.

ARC, Inc. coordinates a host of professionals including estate planning attorneys, CPA's,and financial planners to pursue the best planning techniques available.

Project Veteran Aid was established in the fall of 2005 as a community service, to assist veterans, widows of veterans, and their families in understanding the value of the Department of Veteran Affairs benefits that are available to many war-time veterans.

His primary mission, as a third generation veteran himself, is to assist as many possible families that can be reached, make them aware of their eligibility of VA benefits, and help in whatever ways legally possible in obtaining those benefits.

A network of over 125 local adult senior communities and home health care agencies have utilized his training and educational workshops and together in their partnership of cooperation have secured the benefits for over 400 veterans or their widows.

David now spends a great deal of time speaking on a national level, communities and their veteran populations nationwide.

David and his wife Linda have three children, Katelyn, Isabella, and James. They reside in New Town, St. Charles, Missouri.


Al Tiner


Al Tiner was born in Tylertown, Mississippi and raised in Pocahontas, Arkansas. He attended Arkansas State University on a football scholarship and graduated from there with a BSE in Social Science in 1984. He also was a member of the ROTC unit and was named a Distinguished Military Graduate.

Upon graduation he was commissioned as a Second Lieutenant in the United State Army Field Artillery Corp. He spent 3 years in Schweinfurt , Germany serving in various positions in an artillery battalion and then returned to Fort Sill and commanded a Basic Training Battery until he left the Army in 1989. He then worked in corporate America for 13 years while also earning his Masters in Business Administration.

Al began his practice in 2002 as a life and health agent, and as a professional speaker where he traveled the country to discuss the retirement needs that our seniors are facing today. In 2009 Al started Secure Future Concepts to help the retirement planning needs of those in and near retirement.

Secure Future Concepts coordinates various financial professionals including attorneys, CPAs, and financial planners to pursue the best possible solutions that are available today.

Al is a third generation veteran and is very proud that both of his grandfathers served in World War I and that his dad along with 3 uncles served in World War II. His Uncle Lawrence Barlow paid the ultimate price on the beaches of Okinawa in 1945. Al's dad also served as a veteran service officer for over 20 years. His goal is to make sure that as many families as possible receive the benefits that they deserve.

Al and his wife Melanie live just outside of Raleigh, NC with their three children; Allison, Amanda, and Nathaniel.



PROJECT VETERAN AID is a public service whose personnel have been trained to seek out Veterans and their Widows who may be entitled to the Department of Veterans Affairs benefits, particularly, the Non-Service Connected Improved Pension Benefit.

There is  No cost associated with these services. Not to the facility, Not to any resident of the facility, Not to their family members.

We will work with any Veteran or the Widow of a Veteran, in obtaining their allowable benefits through the Department of Veterans Affairs.

 NOBODY will ever be denied our services.
